In short: Türkiye–EU customs union lets industrial goods such as plastic packaging enter the EU duty-free with an A.TR certificate; import VAT still applies and freight is quoted per order.
This page summarises what buyers usually ask before their first order from a Turkish packaging manufacturer. It is general information, not legal or customs advice — rules change and your customs broker has the final word for your country.
1. Customs union with the EU
Türkiye and the European Union have formed a customs union for industrial goods since 1996. Plastic packaging such as mailing bags and document pouches counts as industrial goods. When the goods are in free circulation in Türkiye and travel with an A.TR movement certificate, they normally enter the EU without customs duty. Import VAT of the destination country is still due, and an EU business can usually recover it.
The United Kingdom, Switzerland, Norway and other non-EU countries have their own agreements with Türkiye; preferential treatment there generally relies on proof of origin rather than an A.TR certificate.
2. Commodity code
Polyethylene mailing bags and document pouches are usually classified under HS heading 3923.21 ("sacks and bags, including cones, of polymers of ethylene"). Your broker confirms the full national tariff code for your import declaration.
3. Incoterms we commonly use
| Term | What it means for you |
|---|---|
| EXW Istanbul | You or your forwarder collect from our workshop and handle export clearance and freight. |
| FCA Istanbul | We hand the goods, cleared for export, to your nominated carrier in Istanbul. |
| CPT / DAP (your city) | We arrange freight to your address; you handle import clearance, duties and VAT. |
Tell us the Incoterm you prefer when you order; the freight part is quoted separately after checkout.
4. Freight options
- Express courier — fastest for cartons up to a few hundred kilograms.
- Road freight (groupage or full truck) — the usual choice for pallets to Europe, the Balkans, the Caucasus and the Middle East.
