In short: A packing list envelope carries the documents that must stay with a parcel — invoice, packing list, commercial invoice and customs declarations — on the outside, so the box does not have to be opened.
A packing list envelope is a transparent plastic pouch with a self-adhesive back. You place the paperwork inside, peel off the liner and press the pouch onto a flat face of the carton. The documents stay attached to the shipment through every hand-over and can be read or removed without opening the box.

What goes inside
Domestic and intra-EU shipments
- Invoice or receipt for the customer
- Packing slip / delivery note listing the items in the box
- Return form or prepaid return label for online orders
International shipments outside a customs area
- Commercial invoice — usually several signed copies; carriers state how many they require
- Packing list with package count, weights and dimensions
- Customs declaration for postal items — CN22 for lower-value items, CN23 for higher values, as defined by the Universal Postal Union
- Certificates when relevant, for example a certificate of origin or an A.TR movement certificate for goods moving between Türkiye and the EU
Keep one set of documents inside the box as well. If the outer pouch is damaged or removed, the carrier can still identify the contents.
Application tips
- Stick the pouch on the top or largest side, away from the address label and barcode.
- Apply it to a clean, dry, flat surface and press firmly from the centre outwards.
- On multi-carton shipments, put the full document set on carton 1 and mark it "1 of N — documents attached".
- For poly mailers, a mailing bag with a built-in document pocket saves a separate pouch.
Frequently asked questions
Is a documents enclosed wallet the same as a packing list envelope?
Yes. "Documents enclosed wallet" is the usual British term and "packing list envelope" the usual American term for the same self-adhesive clear pouch that holds shipping documents on the outside of a parcel.
Where should the commercial invoice go on an international parcel?
Place the commercial invoice copies in a packing list envelope on the outside of the parcel, away from the address label, and keep an additional copy inside the box.
What is the difference between CN22 and CN23?
Both are Universal Postal Union customs declarations for postal items. CN22 is the short form for lower-value items; CN23 is the detailed form used above that value limit or when a CN22 is not sufficient.
